An agreement has been signed between Turkey and the European Union Commission on financial assistance from the European Union. The full name of this contract are as follows: Financial Instrument for Pre-Accession (IPA) and the European Community Supplied Implementation of assistance provided to the Financial Assistance Framework Agreement with the Republic of Turkey in the Framework Cooperation Related Rules.
A document is issued in order to prove that the goods purchased in accordance with this agreement are of Turkish origin in accordance with the rules of non-preferential origin. The full name of this document, known as the Turkish Property Document, is the Turkish Property Document within the scope of the Instrument for Pre-Accession Assistance (IPA).
As of May 2013, IPA scope tenders use Turkish Goods Certificate to show that the goods are of Turkish origin. This document proves that all products and materials purchased within the scope of the tender contracts for IPA projects are of Turkish origin or have acquired Turkish origin according to the rules of non-preferential origin.
The Turkish Goods Certificate is used instead of the Domestic Goods Certificate previously used in IPA tenders.
It has been decided that the procedures and principles regarding the printing, issuance and approval of the Turkish Goods Certificate shall be prepared by TOBB in accordance with the existing legal regulations. In these studies, the points envisaged by the Ministry of European Union, Ministry of Customs and Trade, Central Finance and Contracts Unit and other institutions were also taken into consideration.
How to get the Turkish Goods Certificate?
Turkish Goods Certificate is issued only by Chambers of Industry. The rooms are only authorized to approve the Turkish Goods Certificate they have sold. This document is issued separately for each product or material contained in the relevant IPA agreement. If the manufacturer is the same, a single Turkish Product Certificate may be issued for more than one product or material. The document is filled in Turkish.
