In order to ensure occupational health and safety in the workplace and to regulate the duties, powers, responsibilities and rights and obligations of employers and employees, In 2012, the Occupational Health and Safety Law was enacted by the Ministry of Labor and Social Security. Based on this law, the Regulation on Health and Safety in the Use of Work Equipment was issued in 2013.

The basis of this regulation is the European Machinery Directive 2006 / 42 / EC.

In these regulations, lifting machines are generally defined as those machines capable of effectively and safely lifting and holding air at least one and a half times the heaviest load accepted, and with sufficient brakes to withstand this load.

Hoisting machines must be inspected by persons who use them before starting work. In addition, the steel ropes, chains, hooks, brakes and automatic stoppers of these machines must be inspected by a qualified technical expert every three months. After such checks, a control document must be issued and stored in a special file.

The said regulation (Annex-III), which describes the issues related to maintenance, repair and periodic checks, includes the following principles regarding lifting and transmission equipments under the title of work equipment subject to periodic control:

  • Unless there is a contrary criterion in the standards, lifting and conveying equipment can effectively and safely lift and hold at least the 1,25 floor of the declared load. In addition, lifting and transmission equipment must be equipped with this load-resistant load brakes.
  • Regular inspections of lifting and conveying equipment should be carried out by mechanical engineers, machine technicians or high technicians. If these regular inspections are to be carried out by non-destructive testing methods, inspections should only be carried out by engineers, technicians or technicians trained in accordance with the TS EN 473 standard.

In the annex of the said regulation, the regular inspection criteria and control periods of some lifting and conveying equipment are shown.

Machines that are found to be at risk in some way should be repaired in a short time and stopped to be used within this period.

The regulation also provides a number of additional conditions for regular checks.
