ISO TS 16949 Automotive Quality Management System

Quality management systems are the systems with international standards that companies use to create high levels of customer satisfaction, to ensure that they can be developed and sustained and to improve their performance.

The International Standards Organization (ISO) was established in Geneva, Switzerland in 1947 and quickly became a globally recognized organization with one member from each country and equal voting rights. Standardization activities within the organization are carried out by the Technical Committee (TC 176) formed by the USA, Canada and the UK.

The ISO 9000 Quality Management System standards published by the International Standards Organization were first published in March of 1987 and have been adopted and implemented by many countries. Standards prepared by ISO are generally reviewed every five years and re-published after necessary revisions are made.

In fact, the core of the International Standards Organization is the establishment of American military standards established to improve the quality of the US military in the second world war. As the benefits of these standards have started to be seen, various standards have been established in other countries.

Today, ISO standards have been adopted and implemented in more than 160 countries around the world. Over time, different standards and practices were adopted by keeping sectoral features in the forefront. However, the basis of these standards is ISO 9000 Quality Management System standards. In other words, separate standards were developed according to the sectors while preserving the main structure. However, despite all the differences, the basis of management systems is the effort to be perfect in each sector.

For example, ISO 14001 Environmental Management System, ISO 22000 Food Safety Management System, ISO 10002 Customer Satisfaction Management System, OHSAS 18001 Occupational Health and Safety Management System, ISO 27001 Information Security Management System, ISO 22301 Business Continuity Management System, ISO 50001 Energy Management System , Standards such as ISO 14064 Greenhouse Gas Calculation and Verification Management System have this feature.

The ISO 16949 Automotive Quality Management System standard is also a quality management system designed by the International Standards Organization Technical Committee for the global automotive industry.

ISO TS 16949 Automotive Quality Management System

The importance of supplier companies in the automotive sector is indisputable. Motor vehicle manufacturers naturally supply many components from suppliers, either completed or semi-completed. However, the fact that the products provided by the supplier companies are of high quality or poor quality or being far from certain standards leaves the main firms in a difficult situation and seriously affects the production speeds, costs and quality.

In the recent years, the development and progress environment of the automotive industry around the world has pushed the companies producing motor vehicles to new searches. The emergence of ISO 16949 Automotive Quality Management System standards has been the result of these needs. The ISO 16949 standard was published in 2009 in order to define the conditions for the automotive sector and to establish technical standards for automotive suppliers.

While the International Standards Organization set out to prepare this standard, it was based on various standards that are being implemented in different countries. The characteristics of these standards are:

  • QS 9000 standard

This standard was developed by the Chrysler, Ford Motor and General Motor companies in the United States, and the standardization of supplier companies in the automotive industry has been in high demand for direction. For the QS 9000 standard, it is a version of the ISO 9000 Quality Management System standard developed for the automotive industry. It has been prepared completely considering the needs in the automotive sector.

The QS 9000 standard consists of three parts. The first section contains the conditions on which the ISO 9001 standard is based. The second section covers the conditions specific to the automotive sector and issues such as the initial sample approval process, continuous improvement and production adequacy. The third section covers conditions specific to Ford, Chrysler, General Motors and truck manufacturers.

The QS 9000 standard introduces very strict application in experimental design, analysis of possible error types and effects, development of quality functions, business planning, shipment, price and management. With these features, it is applicable to the suppliers, sub-industry and subcontractor companies, companies providing raw materials and auxiliary materials and companies producing service parts.

  • EAQF standard

Introduced in France in 1994, this standard was designed for the French automotive industry and was developed for the needs of Peugeot, Renault, Citroen and Fiat. It is mainly based on ISO 9001 standard.

  • Italian AVSQ standard

For the same purposes, this standard was developed in Italy in 1994. Based on the ISO 9001 standard, the AVSQ standard has been developed for the needs of Lancia, Maserati, Alfa Romeo, Fiat, Ferrari and Lamborghini companies operating in the Italian automotive industry.

  • German VDA 6 standard

This standard is also a quality management standard which has been prepared with the consideration of the suppliers operating in the German automotive sector. It is a standard developed by nearly thirty major automotive manufacturers in Germany and was first published in 1991. These include Mercedes, AUDI, Wolkwagen, Porsche and BMW. All companies that supply products to these companies are required to comply with this standard.

The International Standards Organization has combined these four standards and prepared the ISO 16949 Automotive Quality Management System standard.

What is ISO TS 16949 Automotive Quality Management System Standard

In our country, both production and export figures of the companies operating in automotive supply industry are increasing. However, in order to compete in foreign markets, it is more important than ever that products comply with the required standards.

The ISO 16949 standard has been developed to ensure this compliance. With this standard, it is aimed to improve the product quality, to gather the knowledge in the automotive sector, to strengthen the companies in the supplier chain, to increase efficiency and to ensure that all automotive companies meet in the same quality system. At the same time, it is among the objectives to prevent parent companies from setting up and implementing different audit systems for different suppliers and to provide more reliable products to consumers.

Therefore, the following processes and assessment methods are included in the main structure of the ISO TS 16949 Automotive Quality Management System standard:

      Production part approval process

      Advanced product quality planning

      Quality system evaluation

      Potential errors and effects analysis

      Basic statistical process control

      Analysis of measurement systems

In our country, this standard has been published by Turkish Standards Institute under the name of TSE ISO / TS 16949 Quality Management Systems - Special Conditions for the Implementation of ISO 9001: 2008 for Automotive Production and Related Spare Parts Manufacturer Organizations. The 2012 revision of this standard is in force.

Automotive Sector in Turkey

Today, the automotive sector is a key sector in developed and developing countries. A strong automotive sector is one of the common characteristics of developed countries. The automotive sector is directly related to the production of many other sectors. Therefore, the automotive sector supports the efficient operation of some sectors with its activities. On the other hand, developments and changes in the automotive sector affect other sectors as well.

In our country, the automotive sector is among the top three major sectors. While the automotive sector was working with assembly model for the first time, after the year 1996, it accelerated its production activities with the Customs Union and became a sector that produces in international standards and exports in world markets.

With the years of 1990, modern management approaches and quality and human resources management have been implemented in the automotive sector of our country. Research and development activities, production processes, improvement works, marketing channels, sales and after-sales services and determination of customer demands and production in accordance with national and international standards within this framework accelerated in this period.

The automotive supplier industry in our country has developed since the years of 1970 depending on the establishment of the main industry. In the 1990 years, it became a competitive industry for export. Today, 90 percent of automotive sub-industry production is exported.

In recent years, in the globalized automotive sector, it is seen that automobile and supply industry manufacturers are in a serious competition due to the increase in costs, shortening of automobile development times due to competition and increasing the demand of consumers. In order to overcome this, production in accordance with quality and standards is very important. Companies that establish and implement ISO 16949 Automotive Quality Management System standard in their enterprises obtain great competitive advantage.

Importance of ISO TS 16949 Automotive Quality Management System Certificate

ISO TS 16949 Automotive Quality Management System Certificate is given only for automotive supplier industry companies. The ISO 16949 standard does not introduce new rules to existing Quality Management System standards. Sheet metal contains standards, criteria and conditions specific to automotive supplier industry. This standard includes the requirements of the Quality Management System standard for design, development, production, assembly work and service conditions in the automotive industry. It also covers specific requirements for the customers of automotive manufacturers.

While preparing the ISO 16949 Automotive Quality Management System standard, the certification and conformity assessment requirements of the automotive sub-industry companies were also determined. The companies operating in the automotive supplier industry have started to work on the transition to ISO 16949 Automotive Quality Management System standard.

This standard was revised in 2009. The main earnings can be listed as follows:

The company's performance increases and productivity increases.

Satisfaction of customers and consumers is ensured.

Product nonconformities are recognized in time and precautions are taken.

The health and safety of the employees are protected.

Production risks are reduced or minimized.

      The firm's activities are consistent.

Authorities and responsibilities are dispersed and dependence on individuals decreases.

With this system, companies can be more easily organized, systematize their applications and ensure management responsibility as the company grows.

All business processes, work flow forms, business conduct instructions are prepared and the performance of employees and production is evaluated accordingly.

With the effective implementation of the ISO 16949 standard, the monitoring of performance indicators and measurement results are combined with customer satisfaction and quality.

A more efficient internal audit function is performed. The internal audit function is a system that helps to identify and solve problems and potential customer dissatisfaction in advance.

The company is always ready for internal and external audits.

Briefly Obtaining ISO 16949 Certificate makes a great contribution to the automotive supply industry companies in order to prevent the mistake of the company and to take timely measures, to prevent wastage and to create a process which shows continuous improvement. More importantly, having the ISO 16949 Certificate increases the image and reputation of the company and gives it a significant competitive advantage in foreign markets thanks to its being an internationally accepted certificate.
